The Federal Reserve says appraisal reviews "should conclude whether the appraisal or evaluation is appropriate for the transaction, the uncertainty of the transaction, and whether the processes by which the collateral valuation is acquired ensures independence and quality." Moreover, they "must indicate whether the appraisal or evaluation report is compatible with the letter of engagement, which gives an account of the scope of the appraisal assignment." Lastly, the Federal Reserve notes that "some institutions supplement routine reviews with post-funding assessments of appraisal quality for a few of their high-risk or greater-value transactions as a way to assist in addressing valuation problems."
